The St. Louis Fed is responsible for promoting a safe, sound, competitive and accessible banking system along with stable financial markets. We accomplish this through:
- Safety and Soundness Supervision: supervising and regulating Eighth District banking institutions.
- Consumer Affairs and CRA Supervision: effectively implementing statutes that are designed to inform and protect consumers.
- Credit: providing credit to the banking system, which contributes to maintaining stable financial markets.
- Payment Risk Management: ensuring sound account management practices by Eighth District account holders who use the Fed's payment system.
Partnership for Progress
A Program for Minority-Owned and De Novo Institutions
The Board of Governors of the Federal Reserve System has created Partnership for Progress, a new program for minority-owned institutions (MOIs) and de novo institutions (de novos). The program's goals are to:
- provide guidance to MOIs and de novos;
- address issues that might inhibit the financial and operating performance of MOIs and de novos;
- offer a network of outreach, technical assistance, relationship building, and director training;
- enhance supervisory awareness of unique institution challenges; and
- ensure a safe, sound, and accessible banking system aligned with Federal Reserve System objectives.

Federal Reserve Addresses Liquidity Pressures in Term Funding Markets
The Federal Reserve announced two initiatives March 7 to address heightened liquidity pressures in term funding markets. First, the amounts outstanding in the Term Auction Facility will be increased to $100 billion. Second, the Federal Reserve will initiate a series of term repurchase transactions that are expected to cumulate to $100 billion. (Read more.)
